Re: [whatwg/fetch] Why `max-age=0` for `no-cache` mode ? (#1121)

As far as I know, Chrome/Safari/Firefox seems respect this spec.

- reload: max-age=0 with conditional headers
- force reload: no-cache without conditional headers
