Re: [w3c/webcomponents] CustomElementRegistry.prototype.define<bulk>() (#892)

I've spent _countless_ hours battling code order issues (while making [these elements](http://lume.io)), often using techniques like microtask-deferral, which further complicates things. A solution to this would be a huge gift.
