Re: [heycam/webidl] void -> undefined, and allow it anywhere. (#906)

We could change dictionaries as part of #905 to use `= undefined` too and then we'd no longer need `required`. Probably better as a separate change though and maybe not worth it given how common optional dictionary members are.
