[whatwg/fetch] Client Hints infrastructure (#1072)

Client Hints were previously defined as Fetch and HTML PRs (https://github.com/whatwg/fetch/pull/773 and https://github.com/whatwg/html/pull/3774), which were closed due to lack of multi-engine interest.
The feature's infrastructure is now defined in https://wicg.github.io/client-hints-infrastructure/ which patches [Fetch](https://wicg.github.io/client-hints-infrastructure/#fetch) and [HTML](https://wicg.github.io/client-hints-infrastructure/#html).

Feedback on the approach taken there is highly welcome. I'll also gladly incorporate those patches into actual Fetch and HTML PRs, if there's multi-engine interest that would enable those PRs to land.
