Yes I think something like that is going in the right direction. And yes it would require more infrastructure. That's why I think the first step is to put it in the spec and then start a monitoring service. Giving PWAs a privacy "rating" with such service might be enough of an incentive to not do the practice without a huge Transparency framework.
