[whatwg/dom] Use abstraction for high resolution time (#855)

If https://github.com/w3c/hr-time/issues/87 gets solved we can build directly on that rather than duplicate a bunch of logic, including the 5 microsecond warning, which will be made conditional in https://github.com/w3c/hr-time/issues/89.
