I'd note that it seems like this is the part of WebRTC that is more on the IETF side than the W3C side, and it feels like there might be more relevant expertise for reviewing this there.  Probably the first place to go would be [dispatch](https://datatracker.ietf.org/wg/dispatch/about/) although it might eventually fit in [avtcore](https://datatracker.ietf.org/wg/avtcore/about/).
