Re: [heycam/webidl] Allow partial enums (#184)

I'm seeing some more needs:

* [WebXR Augmented Reality Module](https://immersive-web.github.io/webxr-ar-module/#xrsessionmode-enum): People wants to add `immersive-ar` to `XRSessionMode` from [WebXR Device API](https://immersive-web.github.io/webxr/#xrsessionmode-enum)
* [Clipboard](https://w3c.github.io/clipboard-apis/#clipboard-permissions): People wants to extend permission types defined by [Permissions spec](https://w3c.github.io/clipboard-apis/#clipboard-permissions) with new `clipboard-read` and `clipboard-write`.
