[w3ctag/design-reviews] Generalizing "HTML Design Principles" (#426)

https://www.w3.org/TR/html-design-principles/ has a set of principles that still seem quite relevant, also outside the context of HTML.

As suggested in https://github.com/whatwg/meta/issues/71 it would be nice to see these generalized to more clearly be applicable to a wider context. And perhaps also add a late proposed addition that never made it in, encouraging folks to start small and evolve features slowly.

Questions I have:
1. Does the TAG agree with these principles?
2. Does the TAG see value in the suggestion above?
3. Does the TAG want to work on this? (I could be persuaded to do the editorial work, if that helps.)

Now that there's an agreement between the W3C and WHATWG it would also be nice to more clearly stipulate somehow that these are shared principles. Perhaps as easy as by adding an extra logo at the top. 😊
