Re: [heycam/webidl] Pattern for defining constructors, methods, getters, and setters (#730)

Can I get clarification or a pointer as to why we wouldn't treat `constructor(arg)` as a regular operation in prose? As in:

 - The {{ Example/constructor(org) }} steps are: 

I don't mind aliasing `constructor(arg)` to `Example(arg)`, but want to understand the rationale.
