As @rniwa said, this isn't really the right place.  https://discourse.wicg.io/c/html would probably be more appropriate if your aim is to have early discussions about an idea for a potential new element proposal (or css if it is something there). You can also try to go directly though an issue on w3c csswg GitHub, though it's best to have an idea fairly well thought out, and some discussion had before hand, so I recommend wicg.

There, you can discuss with the community and see if you can find an audience and support. You can look up wicg and incubation to get some more information.

Have a browse around at some of the things in wicg to get an idea for what makes for a successful kind of proposal and, I'd suggest basing your post like that. Hope that helps, and good luck.
