Re: [w3c/manifest] beforeinstallprompt not fire with "prefer_related_applications": true (#780)

Unfortunately, we are not really able to help with Chrome specific bugs as they are outside the scope of the this spec.... cc'ing @dominickng in case this needs to be redirected by inside Google.
