Right, I don't think we'd want to change that. The interpretation of the fragment into a directive would be left to HTML document loading. I think the only change we'd need in the URL spec would be to allow a '#' character in fragments as today this would be considered an invalid URL. e.g. `example.org##foo` is invalid.
