Re: [heycam/webidl] Allow "constructor" as an argument name (#786)

Can you add something like "(not including argument names)" to the paragraph about "reserved identifiers"? Otherwise that paragraph could be construed as still disallowing it.

(I think we really need to extract the part about argument names out of this section; it's a completely different thing from everything else in the section. Not for this PR, though.)
