Re: [whatwg/fetch] Add a `timeout` option, to prevent hanging (#951)

I certainly appreciate there's a demand for timeout support, but opening duplicates is not the way to go about it. https://github.com/whatwg/fetch/issues/179#issuecomment-450871712 still applies, though we should maybe explore some alternatives as @domenic proposes.

I would also recommend that you keep your posts brief and to the point. Take the time to edit and elide unnecessary information so the 140 folks following the conversation don't have to.
