Re: [w3c/webcomponents] HTML, CSS, and JSON modules shouldn't solely rely on MIME type to change parsing behavior (#839)

HTML, CSS, and JSON all have common usage extensions in IANA, could we just use those explicitly? e.g. importing JSON has to use `.json` and importing HTML has to use `.html` or `.htm`.
