This spec update for unions LGTM. I have to say, the terminology is getting a bit unfortunate. In JS, "numeric types" ranges over BigInt and Number, but in WebIDL it means the types that map to/from Number. I wonder if we might be able to migrate to a different word on the IDL side. But this would make sense to do in a separate patch.
