Hi TAG, I'm implementing MediaCapabilities encodingInfo() API, specifically "transmission" type. [Intent to Implement](https://groups.google.com/a/chromium.org/forum/#!topic/blink-dev/3bwYuLy-Nn4) [Design doc](https://docs.google.com/document/d/1yRQ4VuuO0fLHSKxMOTsD9LE8aNAtehveE61H8iaSogw/edit#) I'm requesting privacy / security review as it adds fingerprinting surface just like decodingInfo().
