Yes, we intend to. There doesn't seem to be any problem with it immediately visible, it's beneficial and easy to implement. As I wrote at https://github.com/mozilla/standards-positions/issues/144#issuecomment-474475568 we should keep the HTTP-cache and fetch() parts separate. We now have two bug (see that comment.)
