Yes, you are correct. In looking back at my test case, I see I was serializing starting with `<people>`. 

Therefore, the spec seems fine here.

And, yes, that is my request. Therefore, your fix in [crbug.com/940204](https://bugs.chromium.org/p/chromium/issues/detail?id=940204) is correct.
