This is a very serious proposal. We are working with public APIs, and recently saw applications break. We want a sustainable mechanism for the server to take control of cross-origin protection. (For insight into our serious intentions, see the discussions in https://github.com/whatwg/fetch/issues/865 and https://github.com/whatwg/fetch/issues/862; the above proposal is the result of several week of drafting and rewriting).
