Be sure that we have discussed an API over many years in various forums, including this one. Additionally, it’s not an excuse, but a fact which you are free to verify. The majority of apps get by fine just using JSON. You can even embed a manifest using a data URL if you want to inline it. 

As working group chair, I’d also like to take an opportunity to remind folks to be courteous when engaging in discussions in this forum.
