[w3c/push-api] Editorial: drop 'webapp' formal definition (#311)

Closes #77 

I agree with @annevk, we probably don't need a `dfn` for "webapp". Other specs don't seem to need it, and there is a risk people will start citing the definition as somehow authoritative.
