Re: [w3c/ServiceWorker] "no-cors" CSS SOP violation (#719)

My personal interpretation of this is that it's likely in the range where we can deprecate, and the implementation complexity doesn't seem so bad (Blink already tracked the "origin-clean" bit for nested imports and redirects, AFAICT). Therefore, of the arguments against deprecating at https://github.com/w3c/ServiceWorker/issues/719#issuecomment-433819735, I think the strongest one is developer confusion. Not sure how much of a blocker that should be.
