Created PRs for https://github.com/whatwg/dom/pull/771 and https://github.com/whatwg/html/pull/4745. This will require Bikeshed changes too, tracked at https://github.com/tabatkins/bikeshed/issues/1491 and https://github.com/plinss/widlparser/issues/39 for the IDL parser backend.
