Re: [w3c/IndexedDB] Add IDBTransaction commit() method (#242)

I went ahead and merged this because we now have tests and an experimental implementation. There are outstanding issues (e.g. @asutherland's query about `[SecureContext]` above) and I'm still not completely thrilled with the spec's Transaction section (which IMHO is an improvement over what was there), but I think we can iterate on the spec and additional issues.

I'll file one for `[SecureContext]` on commit().
