@mkruisselbrink would you be able to review this? There should be no material behavior change.

The latest commit readds the return network error in importScripts(), since I think it makes it clearer instead of depending on https://html.spec.whatwg.org/multipage/webappapis.html#fetch-a-classic-worker-imported-script doing so.
