Re: [w3c/ServiceWorker] Remove foreign fetch (#1188)

In case it helps this issued be considered for re-opening, when one desires that a web-app work on a standalone basis with all code in-line and no additional files (i.e. service work javascript file) required, currently a service worker cannot be installed as a separate file is needed (unless I'm mistaken and the code contained in that script could be added inline to the made .html file?).
