[w3c/screen-orientation] Edit to updating orientation algorithm (#157)

Added a reference to the` screen orientation values table` in the `Updating orientation algorithm `section.

I have written a test for testing the angle according to the screen orientation values table here https://github.com/web-platform-tests/wpt/pull/15429

Apart from that, I think the rest of this algorithm is covered by the current tests.
