[w3ctag/design-reviews] Audiobooks (#345)

  - Relevant time constraints or deadlines: This is a very early review, prior to writing the audiobooks module of Web Publications. Initial impressions would be appreciated.

  - [x] I have reviewed the TAG's [API Design Principles](https://w3ctag.github.io/design-principles/)

You should also know that this is this first module of Web Publications Specification (see related issue #344). The PWG recently changed direction a bit as outlined in this [blog post](https://www.w3.org/blog/2019/01/scope-and-goals-of-the-publishing-working-group/). The Publishing WG has not yet drafted specific language for this module. We are working to plan meetings with major audiobook distributors in the USA in March 2019 to obtain their feedback about our proposal.  


We'd prefer the TAG provide feedback as (please select one):

  - [ ] open issues in our Github repo for each point of feedback
  - [x] open a single issue in our Github repo for the entire review
  - [ ] leave review feedback as a comment in this issue and @-notify [github usernames]
