Makes sense to me, but I think it is almost insignificant since each browser would likely respond to the hints in a slightly different way, so an observer would need to know the UA involved as well. Yes, about network traffic. If websites are free to amend the order, they might become a bit more distinguishable. Maybe I should write a bit more about it (need to find ther time!).
