Re: [w3ctag/design-reviews] Portals (#331)

We had a 45-minute discussion of this at our Tokyo face-to-face (Wednesday 2019-02-06, 14:35 to 15:20); the [minutes](https://github.com/w3ctag/meetings/blob/gh-pages/2019/02-tokyo/02-06-minutes.md) should be available tomorrow.  One of the outcomes was that we're hoping to get a little more information added to the explainer that we'll then read and probably have some more feedback on.

We'll want to come back to this at some point in the future.
