[w3c/screen-orientation] Editorial: Change 'security conditions' to 'pre-lock conditions' (#149)

Does the name of SecurityError also need to be changed?

I can't work out why the changes on lines 153 & 158 are included, I have rebased and done everything I can to get rid of them...
