[w3c/ServiceWorker] React service worker is not working with Keycloak (#1492)

React service worker is not working with Keycloak if a user is logged out

If the user is already logged in, service worker works fine without any issues, but if a user is logged out it is throwing an error like keycloak.json not found 404.
