Note that there is currently no restriction as to which web site / app can be saved to home screen so the idea that the UI to save it to home screen shouldn't be always presented doesn't appeal to us. For example, we don't want to get to the world where a bunch of websites would simply prevent their themselves from being saved to home screen just so that they can encourage more users to install native apps.
