Re: [w3c/manifest] beforeinstallprompt : Prompting user makes it to hard to discern whether the user truly wanted to "install" a web app (#835)

In Chrome, users are shown the same confirmation prompt regardless of whether `beforeinstallprompt` or browser UI is used to initiate an installation. I'm not quite sure why there would be a significant difference in intent between the user initiating the installation process from the web content area or from browser UI - can you elaborate more?

As another example, granting powerful permissions like location or camera/mic are all typically initiated from the web content area.
