Re: [whatwg/dom] Trusted Types integration (#789)

We discussed the `setAttribute(TT)` offline with @annevk, and I believe we can make it work. Now, technically, I think we'd either need the 'attribute validate steps' as described in https://github.com/whatwg/dom/issues/789#issuecomment-544540035. The behavior is to be able to accept a matching type early, or throw. The default policy mechanism is not part of the validate steps. Does that sound OK?
