[w3c/ServiceWorker] Add 'immediate: true' to the draft spec (#1489)

Hello,

Jake Archibald (Google) says we can now use `immediate: true` after the W3C TPAC meeting which is  good news!

However, there is no mention of it in the draft spec, see here: https://w3c.github.io/ServiceWorker/#navigator-service-worker-unregister

From the W3C TPAC Jake Archibald said he was going to "write this up".
