Re: [w3ctag/design-reviews] IntersectionObserver V2 (#328)

@dbaron, @plinss, and I took a look at this at our Cupertino F2F. It seems like we're still waiting on updates to this proposal and related work based on @dbaron's feedback of [December 2018](https://github.com/w3ctag/design-reviews/issues/328#issuecomment-448420331) and [March 2019](https://github.com/w3ctag/design-reviews/issues/328#issuecomment-477821416). For the time being, we'll close this issue and mark it as timed out. If you do make updates based on our earlier rounds of feedback, please file a new request or let us know and we can re-open this one. We hope that you will consider our previous rounds of feedback prior to shipping.
