Re: [w3ctag/design-reviews] Partition the HTTP cache (#424)

As hinted above, my suggestion to have a way to opt-out for a server was a nice-to-have thing, but considering also the potential hit increase it represents (~2%) it is probably not worth adding extra complexity there.
