Re: [heycam/webidl] clearly state that declared interface members must be present on objects implementing the interface (#770)

HTML has

> The IDL fragments in this specification must be interpreted as required for conforming IDL fragments, as described in Web IDL. [WEBIDL]

I thought it was standard practice to include something along the lines of "you also need to follow the requirements in this spec's normative dependencies", but I don't immediately find specs that have it. I wonder if we can make bikeshed add something like that.
