Re: [w3ctag/design-reviews] TAG Review Request: Base used to resolve relative URIs to absolute URIs in HTML5 data-blocks (#312)

To add (to make it less succinct:-) whether the same freedom is allowed in terms of the language tag: is it o.k. to ignore the language that can be deduced for the enclosing `<script>` element. (There is no, alas!, equivalence to the `baseURL` on an HTML Element in the DOM for the language, so it is not exactly the same.)
