[w3c/ServiceWorker] "waiting for all" definition changed (#1363)

See https://github.com/w3ctag/promises-guide/pull/55. I think the only change is you want to use ""get a promise for waiting for all" instead of "waiting for all". But now your spec won't have the problems mentioned in https://github.com/w3ctag/promises-guide/issues/45!
