Rough consensus at TPAC F2F: We would take Tab's proposal in https://github.com/w3c/webcomponents/issues/179#issuecomment-410071854 and have an explicit list of elements and attributes to which this behavior would apply since this would not make sense for things like href in anchor or area element.
