That sounds right. There's nothing in the spec that governs what you should or should not do during attributeChangedCallback.

It sounds as if you think there's some implication otherwise. There's no connection between children and attributeChangedCallback, just like there's no connection between (e.g.) body elements or fetches and attributeChangedCallback. If there's something in the spec implying otherwise, that'd be good to straighten out.
