[w3c/screen-orientation] Edit Privacy and Security Consideration Section (#121)

Fix #96 

Hi all - I am helping @marcoscaceres with some tasks on this spec.  

In order to try to get this section completed, I have incorporated @marcoscaceres and @mounirlamouri comments on PR #115 from @xfq .

I have deleted the lines requested by @marcoscaceres and tried to address the comment by @mounirlamouri .

Please do let me know any further comments and thoughts on this new version.
