User support would usually be shown through popular libraries that would add this missing functionality. If there's implementer interest already from Firefox this might be a little easier. Then it would depend on figuring out how to express this in IDL (possibly filing an issue at https://github.com/heycam/webidl/ for advice), someone writing the actual text for the standard, someone writing tests, and someone filing bugs against all implementers. (These can all be the same person.)
