Re: [w3c/webcomponents] HTML Modules (#645)

-1 on the exporting by id idea. We already have something similar with the [named access on the window object](https://html.spec.whatwg.org/multipage/window-object.html#named-access-on-the-window-object) feature and it causes a lot of problems. ids already have other uses. A more explicit `export-as` attribute could be nice, but I would hope that we don't overcomplicate the v1 of this feature.
