I've gotten approval to ship this change in Chrome: https://groups.google.com/a/chromium.org/d/msg/blink-dev/eopgOoY1QLs/e1tIefOxAAAJ, and I've heard positive support from some folks at Mozilla (@ckerschb, @dveditz, and @jkt).

I don't think it's possible to write WPT for this patch, as WPT does not support FTP, and I don't think it's worth the effort to add an FTP server to test the steps we're taking along the way to getting rid of FTP.
