I would be in favour of bringing in something like #211 proposes, where any string can be replaced by an object with multiple languages in it. I am concerned with the manifest becoming too large (since Chrome, at least, now blocks on fetching the manifest before showing a tab icon, b/c we get the icon from the manifest now).
